James C. Sida has served in the field of corrections and law enforcement since 1977, and is currently the owner/operator of JCS Jail Consulting. Prior to establishing JCS Jail Consulting, Mr. Sida was a managing partner with Crout & Sida Criminal Justice Consultants, Inc. During that successful 9-year partnership Crout & Sida Criminal Justice Consultants, Inc, served some of the largest county jail systems in the United States. In addition to the provision of consulting services to local corrections agencies throughout the Nation, Mr. Sida and Mr. Crout developed the correctional policy manual for the risk management firm of Lexipol, LLC. Those policies are used in many jurisdictions throughout the United States.
Mr. Sida is a retired Deputy Director with the California Board of State and Community Corrections (formerly the Board of Corrections) where he provided management in a wide array of correctional administrative services that included, standards development for the operation of local juvenile and adult corrections facilities, selection and training standards for local corrections workers and probation officers, facility construction projects, inspection services, grant management and legislative affairs. As the Deputy Director in charge of the California Standards and Training for Corrections (STC), Mr. Sida had managerial responsibility for one of the largest training delivery systems in the nation that served 294 city and county corrections agencies and probation departments. The STC Program had an enrollment of over 30,000 program participants in California.
Mr. Sida has extensive experience in the inspection of local jails and juvenile halls, development of correctional standards, policy and procedure developmnt for the operation of correctional facilities, project management including facility construction, communications and data systems projects, procurement and fiscal management and legislative analysis. Mr. Sida has provided testimony in corrections related litigation before state and Federal Courts. Mr. Sida is a trainer-lecturer and is the author of a variety of manuals and publications related to local corrections.
Prior to his employment with the California Board of Corrections Mr. Sida held the rank of Sheriff's Commander in Kern County California, where he served in a variety of management assignments including division command of a large correctional facility, correctional support services, jail programs, alternatives to incarceration programs, court services-transportation division, research, planning and training unit, communications division, coroner and public administrator division.
Mr. Sida has many years of experience in street law enforcement and patrol services where he served as a deputy, senior deputy, sergeant and commander. Mr. Sida also served as a part of a crime task force unit providing targeted law enforcement activities throughout Kern County.
Mr. Sida holds a Bachelor of Science Degree in Criminal Justice from California State University Los Angeles and is a graduate of the California POST Command College. Mr. Sida has attended over 2,500 hours of professional development training on a variety of topics specifically related to corrections, law enforcement, management and governmental affairs between 1977 and 2014.
Mr. Sida is a military veteran, proudly serving 4-years in the United States Navy and was honorably discharged from active and reserve duty.
